₪₪₪ How to collect a sum certain amount awarded by a Judge when the person owing has no bank account or paycheck n?

My ex owes me this money because in our divorce decree he was ordered to pay the IRS. They take my taxes refund year after year and are now threatening to levy my paychecks. He works in a family business and has no bank account nor does he pull a paycheck instead pays his bills, travels etc all from company funds. How can I collect?
