If you still owe, you will get a letter stating that the check has been offset to the debt. It will *not* count as a payment if you are on an installment agreement.
Not likely. Any refunds or rebates will automatically be captured and appleied against your debt. That’s explicitly stated in your agreement with the IRS.
Any refundable credit that posts to your account will be offset to any balance due.
