₪₪₪ I live in New Jersey since June 2006 and work in Philadelphia. I just received a bill from Commonwealth of Pen?

Pennsylvania Department of Revenue saying that we own them over $3000 for 2010 tax year. What should I do now? I know we’re not supposed to pay PA tax because of NJ recipical tax agreement. Is this an error? Please advise. Thanks
