Solve tax levy/ lien for a non-working 16 year old?
I have not worked a day in my life and I owe a IRS tax levy/ lien? And my bank keeps calling me. What do I do?

It does not matter if you have worked or not. If you have bank accounts (or your parents have bank accounts for you) or investments, you could easily be required to file.
You need to either contact the IRS or find a tax pro to do it for you to see what is going on.

is it possible someone has stolen your identity? you need to contact the police dept.and see if this has happened, this is fraud and punishable by jail time to the perpertrator
Unless you have significant income (not from a job) I don’t see how you could owe tax. Call IRS and find out what is going on.
Why do they say you owe this? There are other kinds of income other than from working that are taxable income. If you don’t and didn’t have ANY income, then it sounds like someone has stolen your identity and had income under your # that they didn’t pay the tax on.
You need first to find out which of those is the case before you can fix this.
