Are there certain conditions that would help a creditor decide whether or not to file for wage garnishment?

What makes a creditor decide whether or not they will seek wage garnishment? Do you have to owe a large amount? Do you have to owe a certain amount? What factors go into deciding? Is there a certain amount of income that you need to be making before they decide not to come after you? I make less than $30k and in Tucson, it takes every penny that I make to live.– most of which is spent on housing costs alone. Thanks for your help.
